Following the commercial success of director Pa. Ranjith's gangster drama Kabali starring Rajinikanth, actor-producer Dhanush announced that he had signed the duo to work on a new film for his production house, Wunderbar Films during late August 2016. Refuting reports that the film would be a sequel to Kabali, Dhanush announced that production would begin during mid-2017 following the completion of Rajinikanth's work for Shankar's science fiction film 2.0 .

In early May 2017, the producers received an open letter from Sundar Shekar Mishra, the foster son of gangster Haji Mastan, threatening that the makers should not depict his father in negative light and if they did, they would face consequences. In reply, Ranjith denied the film was a biopic of Haji Mastan and clarified that the film was based on fictional events, while revealing that Rajinikanth would play a man from Tirunelveli who escapes to Mumbai as a child and goes on to become a powerful don living in Dharavi slums. The title of the film, Kaala was announced in late May 2017, with promotional posters carrying the film's first look released in Tamil, English, Hindi and Telugu.

The disturbances between the producers and the digital service providers seem to affect the movies of star heroes. It looks like the issue which got settled recently is going to get started again. Within a gap of a week, 3 big movies are going to get released soon. But the industry people are discussing that the release dates of this movies might get postponed.

In Tamil Nadu, the discussions between producers and the service providers have been going on from a long time about the digital content provider charges. Though the producers of other states are calming down, Tamil producers Association is looking very serious. They decided to start the theatres ban again from March 16th. The news came out as a big shock for all the movie lovers as so many anticipated movies are scheduled to get released by the end of this month. Rajinikanth's Kaala movie is scheduled to get released on April 27th. Mahesh Babu's Bharat Ane Nenu will hit the theatres on April 20th and Bunny's Naa Peru Surya will get released on May 4th. ut if the theatres got shut down again, the release date of these movies might be altered.

However, if the issue between the producers and the providers got settled down then everything will go as per the plan and there will be no changes in the release dates.
